Traffic bollard system was being upgraded at time of New Orleans truck assault, native official says

A neighborhood official has informed CBS News’ Anna Schecter that New Orleans was within the midst of upgrading its visitors bollard system and short-term barricades had been in place when a person slammed a truck right into a Bourbon Street crowd early on New Year’s Day. At least 10 individuals had been killed and the FBI is investigating the assault as terrorism.
